Rolling Black out (Blackout tournants) au Texas et en Oklahoma !

 Toujours les mêmes causes : trop d’ENR,  pas assez de pilotables,  trop d’ENR, une libéralisation destructrice

Le Texas et l’Oklahoma sont confrontés à un black out consécutif à une vague de froid  (tempête URI) certes un peu rude pour la région  (typiquement, Austin -23/0°C ; Oklahoma -14/7°C). Près de 3 millions de foyers au Texas ont été privés d’électricité et des pannes d’électricité se propagent dans le centre des États-Unis. 

Les causes : un mix électrique faisant  trop de place aux ENR, et trop peu aux pilotables. Ainsi, le solaire est à  0, l’éolien à 4 GWe pour 22 GWe installés. Il manque 27 GWe de gaz, les installations sont gelées.

Par contre, le nucléaire était au début de l’incident à 100%, les 4 centrales  Comanche Peak et South Texas produisaient à pleine puissance. …Malheureusement, l’un des réacteurs de South Texas s’est arrêté automatiquement suite à une fausse alerte sur un circuit de refroidissement non radioactif  Ca laisse quand même le nucléaire à 75% et heureusement, parce que dans ces conditions le nucléaire est une assurance vie. La preuve est faite qu’ il ne peut se remplacer par de l’éolien, ou même par de l’éolien plus du gaz !

Une autre cause est la libéralisation du système : dixit le Financial Time (si, si !) : « La vague de froid s’avère un test particulier pour le modèle d’électricité du Texas. Les producteurs ne sont payés que pour l’énergie qu’ils vendent, et non pour maintenir la capacité en réserve en période de stress. Les détaillants d’électricité sont en concurrence féroce pour les clients et peuvent ajuster les prix en fonction des conditions du marché, contrairement aux monopoles d’utilité publique qui opèrent dans d’autres États »

Enfin, une troisième cause particulière au Texas est le manque d’interconnections de leur réseau : les  Texans prisent tellement l’indépendance vis-à-vis de l’Etat fédéral qu’ils ont peu relié leur réseau aux autres États afin d’échapper à la compétence de la FERD (Federal Energy Regulatory Commission)

I have friends near Dallas and Houston without power now, and I’m in Tyler without power.. is it really rolling? Or is the whole state without power. Austin is also without power, Apocalypse just started?

Off 45 minutes, on 10, now back off again? How often are these rotating outages? So what’s the point of rolling twice in one hour? Seriously. We got it back 20 min ago and we’re out again…

Our third outage started at 2 am has now been more than an hour of no power.   Thought this was rolling, max 45 min?????  Trying to report get automated disconnect on phone and website is crashed…

I'm here in Lancaster, TX we are going passed 10 hours without power. I have a 77 year old mother who lives here with us…

We only get power for 10 minutes and lose it for 45 - 60 minutes. Happened 4 times now. Temp keeps dropping…Totally UNACCEPTABLE to not be able to give a restoration of power update. Power out for 3 hours in 75010. This is NOT rolling, and I want an UPDATE on power restoration.

Any reason ours has been down about 3 hours instead of 45 minutes? It's getting really cold inside.

My electricity has been off since 2:22 and your phone, website and return text messages for outages are down. It’s now 7:30 am. 5 hrs w/out power in 7 /-11 temps windchill warning. Freezing. What is going on? This isn’t “rolling”!

We have been without power for more than six hours. We are freezing and considering moving to a hotel. Will you cover the expenditures in our next bill or just bring power back to us?

I will also reduce your payment from 15 to 45 %....

This is frightening. My power is off. I have a well - that means my water  is also off and pipes may also freeze!!!...So what is the protocol if homes are damaged because pipes freeze or heaters done restart after you cut power. Do we just send you those bills?

Power has been out for over an hour and expected to be out for over two more hours. That is NOT 15-60 minutes. It's 6 degrees with a wind-chill of -12. This is dangerous for my family and small children…Inside temps are nearing 32 (NB : 0°C). Pipes froze so no water now as well. Please restore my power!!...

Réponse d’un voisin compatissant : Share a bed. Alternatively, let the kids build a pillow fort and cover it with blankets. Small spaces are easier to keep warm

We just brought our baby home from Neonatal Intensive Care Unit after 70 days on Friday who requires oxygen and monitoring. We now have no power or heat, a warning would have been helpful ?

I have my thermostat sat at 66 - but my son is handicapped - I can't get him out of his chair if the electricity is off - can you not send a text to let us know in advance?

My aunt is on oxygen and requires electric to run the machine what do we do ? My father in law too. They contacted OGE. They recommended extra portable tanks and said this will happen over next 3 days daytime only.

Here, no power also means no running water and no sewer, since we're on well and septic. That's very serious hardship, esp. given I am caregiver for my elderly cancer patient father

Why are you shutting off power to a 100% double amputee veteran who needs the heat in his home as well as powering other medical devices ? He is dealing with infections that require a constant pump and has been on home health since Christmas.  We sent in all forms for avoid rolling outages and disruption.  It's painful to watch him struggle in this much pain.
